יח שֹׁפְטִים וְשֹׁטְרִים תִּתֶּן לְךָ בְּכָל שְׁעָרֶיךָ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לְךָ לִשְׁבָטֶיךָ וְשָׁפְטוּ אֶת הָעָם מִשְׁפַּט צֶדֶק׃
16:18 Shoftim veshotrim titen lecha bechol she'arecha asher Adonai Elohecha noten lecha lishvatecha veshaftu et ha'am mishpat tzedek
יט לֹא תַטֶּה מִשְׁפָּט לֹא תַכִּיר פָּנִים וְלֹא תִקַּח שֹׁחַד כִּי הַשֹּׁחַד יְעַוֵּר עֵינֵי חֲכָמִים וִיסַלֵּף דִּבְרֵי צַדִּיקִם׃
19 Lo tateh mishpat lo takir panim velo tikach shochad ki hashochad ye'aver einei chachamim visalef divrei tzadikim
כ צֶדֶק צֶדֶק תִּרְדֹּף לְמַעַן תִּחְיֶה וְיָרַשְׁתָּ אֶת הָאָרֶץ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לָךְ׃
20 Tzedek tzedek tirdof lema'an tichyeh veyarashta et ha'aretz asher Adonai Elohecha noten lach
כא לֹא תִטַּע לְךָ אֲשֵׁרָה כָּל עֵץ אֵצֶל מִזְבַּח יְדוָד אֱלֹהֶיךָ אֲשֶׁר תַּעֲשֶׂה לָּךְ׃
21 Lo tita lecha asherah kol etz etzel mizbach Adonai Elohecha asher ta'aseh lach
כב וְלֹא תָקִים לְךָ מַצֵּבָה אֲשֶׁר שָׂנֵא יְדוָד אֱלֹהֶיךָ׃
22 Velo takim lecha matzevah asher sane Adonai Elohecha
יז א לֹא תִזְבַּח לַידוָד אֱלֹהֶיךָ שׁוֹר וָשֶׂה אֲשֶׁר יִהְיֶה בוֹ מוּם כֹּל דָּבָר רָע כִּי תוֹעֲבַת יְדוָד אֱלֹהֶיךָ הוּא׃
17:1 Lo tizbach l'Adonai Elohecha shor vaseh asher yihyeh vo mum kol davar ra ki to'avat Adonai Elohecha hu
ב כִּי יִמָּצֵא בְקִרְבְּךָ בְּאַחַד שְׁעָרֶיךָ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לָךְ אִישׁ אוֹ אִשָּׁה אֲשֶׁר יַעֲשֶׂה אֶת הָרַע בְּעֵינֵי יְדוָד אֱלֹהֶיךָ לַעֲבֹר בְּרִיתוֹ׃
2 Ki yimatze vekirbecha be'achad she'arecha asher Adonai Elohecha noten lach ish o ishah asher ya'aseh et hara be'einei Adonai Elohecha la'avor berito
ג וַיֵּלֶךְ וַיַּעֲבֹד אֱלֹהִים אֲחֵרִים וַיִּשְׁתַּחוּ לָהֶם וְלַשֶּׁמֶשׁ אוֹ לַיָּרֵחַ אוֹ לְכָל צְבָא הַשָּׁמַיִם אֲשֶׁר לֹא צִוִּיתִי׃
3 Vayelech vaya'avod Elohim acherim vayishtachu lahem velashemesh o layareach o lechol tzva hashamayim asher lo tziviti
ד וְהֻגַּד לְךָ וְשָׁמָעְתָּ וְדָרַשְׁתָּ הֵיטֵב וְהִנֵּה אֱמֶת נָכוֹן הַדָּבָר נֶעֶשְׂתָה הַתּוֹעֵבָה הַזֹּאת בְּיִשְׂרָאֵל׃
4 Vehugad lecha veshamata vedarashta heitev vehineh emet nachon hadavar ne'estah hato'evah hazot beYisrael
ה וְהוֹצֵאתָ אֶת הָאִישׁ הַהוּא אוֹ אֶת הָאִשָּׁה הַהִוא אֲשֶׁר עָשׂוּ אֶת הַדָּבָר הָרָע הַזֶּה אֶל שְׁעָרֶיךָ אֶת הָאִישׁ אוֹ אֶת הָאִשָּׁה וּסְקַלְתָּם בָּאֲבָנִים וָמֵתוּ׃
5 Vehotzeta et ha'ish hahu o et ha'ishah hahi asher asu et hadavar hara hazeh el she'arecha et ha'ish o et ha'ishah uskaltam ba'avanim vametu
ו עַל פִּי שְׁנַיִם עֵדִים אוֹ שְׁלֹשָׁה עֵדִים יוּמַת הַמֵּת לֹא יוּמַת עַל פִּי עֵד אֶחָד׃
6 Al pi shnayim edim o shloshah edim yumat hamet lo yumat al pi ed echad
ז יַד הָעֵדִים תִּהְיֶה בּוֹ בָרִאשֹׁנָה לַהֲמִיתוֹ וְיַד כָּל הָעָם בָּאַחֲרֹנָה וּבִעַרְתָּ הָרָע מִקִּרְבֶּךָ׃
7 Yad ha'edim tihyeh bo varishonah lahamito veyad kol ha'am ba'acharonah uvi'arta hara mikirbecha
ח כִּי יִפָּלֵא מִמְּךָ דָבָר לַמִּשְׁפָּט בֵּין דָּם לְדָם בֵּין דִּין לְדִין וּבֵין נֶגַע לָנֶגַע דִּבְרֵי רִיבֹת בִּשְׁעָרֶיךָ וְקַמְתָּ וְעָלִיתָ אֶל הַמָּקוֹם אֲשֶׁר יִבְחַר יְדוָד אֱלֹהֶיךָ בּוֹ׃
8 Ki yipale mimcha davar lamishpat bein dam ledam bein din ledin uvein nega lanega divrei rivot bish'arecha vekamta ve'alita el hamakom asher yivchar Adonai Elohecha bo
ט וּבָאתָ אֶל הַכֹּהֲנִים הַלְוִיִּם וְאֶל הַשֹּׁפֵט אֲשֶׁר יִהְיֶה בַּיָּמִים הָהֵם וְדָרַשְׁתָּ וְהִגִּידוּ לְךָ אֵת דְּבַר הַמִּשְׁפָּט׃
9 Uvata el hakohanim halviyim ve'el hashofet asher yihyeh bayamim hahem vedarashta vehigidu lecha et dvar hamishpat
י וְעָשִׂיתָ עַל פִּי הַדָּבָר אֲשֶׁר יַגִּידוּ לְךָ מִן הַמָּקוֹם הַהוּא אֲשֶׁר יִבְחַר יְדוָד וְשָׁמַרְתָּ לַעֲשׂוֹת כְּכֹל אֲשֶׁר יוֹרוּךָ׃
10 Ve'asita al pi hadavar asher yagidu lecha min hamakom hahu asher yivchar Adonai veshamarta la'asot kechol asher yorucha
יא עַל פִּי הַתּוֹרָה אֲשֶׁר יוֹרוּךָ וְעַל הַמִּשְׁפָּט אֲשֶׁר יֹאמְרוּ לְךָ תַּעֲשֶׂה לֹא תָסוּר מִן הַדָּבָר אֲשֶׁר יַגִּידוּ לְךָ יָמִין וּשְׂמֹאל׃
11 Al pi haTorah asher yorucha ve'al hamishpat asher yomru lecha ta'aseh lo tasur min hadavar asher yagidu lecha yamin usmol
יב וְהָאִישׁ אֲשֶׁר יַעֲשֶׂה בְזָדוֹן לְבִלְתִּי שְׁמֹעַ אֶל הַכֹּהֵן הָעֹמֵד לְשָׁרֶת שָׁם אֶת יְדוָד אֱלֹהֶיךָ אוֹ אֶל הַשֹּׁפֵט וּמֵת הָאִישׁ הַהוּא וּבִעַרְתָּ הָרָע מִיִּשְׂרָאֵל׃
12 Veha'ish asher ya'aseh vezadon levilti shmo'a el hakohen ha'omed lesharet sham et Adonai Elohecha o el hashofet umet ha'ish hahu uvi'arta hara miYisrael
יג וְכָל הָעָם יִשְׁמְעוּ וְיִרָאוּ וְלֹא יְזִידוּן עוֹד׃
13 Vechol ha'am yishme'u veyira'u velo yezidun od
יד כִּי תָבֹא אֶל הָאָרֶץ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לָךְ וִירִשְׁתָּהּ וְיָשַׁבְתָּה בָּהּ וְאָמַרְתָּ אָשִׂימָה עָלַי מֶלֶךְ כְּכָל הַגּוֹיִם אֲשֶׁר סְבִיבֹתָי׃
14 Ki tavo el ha'aretz asher Adonai Elohecha noten lach virishtah veyashavtah bah ve'amarta asimah alai melech kechol hagoyim asher sevivotai
טו שׂוֹם תָּשִׂים עָלֶיךָ מֶלֶךְ אֲשֶׁר יִבְחַר יְדוָד אֱלֹהֶיךָ בּוֹ מִקֶּרֶב אַחֶיךָ תָּשִׂים עָלֶיךָ מֶלֶךְ לֹא תוּכַל לָתֵת עָלֶיךָ אִישׁ נָכְרִי אֲשֶׁר לֹא אָחִיךָ הוּא׃
15 Som tasim alecha melech asher yivchar Adonai Elohecha bo mikerev acheicha tasim alecha melech lo tuchal latet alecha ish nochri asher lo achikha hu
טז רַק לֹא יַרְבֶּה לּוֹ סוּסִים וְלֹא יָשִׁיב אֶת הָעָם מִצְרַיְמָה לְמַעַן הַרְבּוֹת סוּס וַידוָד אָמַר לָכֶם לֹא תֹסִפוּן לָשׁוּב בַּדֶּרֶךְ הַזֶּה עוֹד׃
16 Rak lo yarbeh lo susim velo yashiv et ha'am mitzraymah lema'an harbot sus V'Adonai amar lachem lo tosifun lashuv baderech hazeh od
יז וְלֹא יַרְבֶּה לּוֹ נָשִׁים וְלֹא יָסוּר לְבָבוֹ וְכֶסֶף וְזָהָב לֹא יַרְבֶּה לּוֹ מְאֹד׃
17 Velo yarbeh lo nashim velo yasur levavo vekhesef vezahav lo yarbeh lo me'od
יח וְהָיָה כְשִׁבְתּוֹ עַל כִּסֵּא מַמְלַכְתּוֹ וְכָתַב לוֹ אֶת מִשְׁנֵה הַתּוֹרָה הַזֹּאת עַל סֵפֶר מִלִּפְנֵי הַכֹּהֲנִים הַלְוִיִּם׃
18 Vehayah cheshivto al kise mamlachto vechatav lo et mishneh haTorah hazot al sefer milifnei hakohanim halviyim
יט וְהָיְתָה עִמּוֹ וְקָרָא בוֹ כָּל יְמֵי חַיָּיו לְמַעַן יִלְמַד לְיִרְאָה אֶת יְדוָד אֱלֹהָיו לִשְׁמֹר אֶת כָּל דִּבְרֵי הַתּוֹרָה הַזֹּאת וְאֶת הַחֻקִּים הָאֵלֶּה לַעֲשֹׂתָם׃
19 Vehayetah imo vekara vo kol yemei chayav lema'an yilmad leyir'ah et Adonai Elohav lishmor et kol divrei haTorah hazot ve'et hachukim ha'eleh la'asotam
כ לְבִלְתִּי רוּם לְבָבוֹ מֵאֶחָיו וּלְבִלְתִּי סוּר מִן הַמִּצְוָה יָמִין וּשְׂמֹאול לְמַעַן יַאֲרִיךְ יָמִים עַל מַמְלַכְתּוֹ הוּא וּבָנָיו בְּקֶרֶב יִשְׂרָאֵל׃
20 Levilti rum levavo me'echav ulvilti sur min hamitzvah yamin usmol lema'an ya'arich yamim al mamlachto hu uvanav bekerev Yisrael
יח א לֹא יִהְיֶה לַכֹּהֲנִים הַלְוִיִּם כָּל שֵׁבֶט לֵוִי חֵלֶק וְנַחֲלָה עִם יִשְׂרָאֵל אִשֵּׁי יְדוָד וְנַחֲלָתוֹ יֹאכֵלוּן׃
18:1 Lo yihyeh lakohanim halviyim kol shevet Levi chelek venachalah im Yisrael ishei Adonai venachalato yochelun
ב וְנַחֲלָה לֹא יִהְיֶה לּוֹ בְּקֶרֶב אֶחָיו יְדוָד הוּא נַחֲלָתוֹ כַּאֲשֶׁר דִּבֶּר לוֹ׃
2 Venachalah lo yihyeh lo bekerev echav Adonai hu nachalato ka'asher diber lo
ג וְזֶה יִהְיֶה מִשְׁפַּט הַכֹּהֲנִים מֵאֵת הָעָם מֵאֵת זֹבְחֵי הַזֶּבַח אִם שׁוֹר אִם שֶׂה וְנָתַן לַכֹּהֵן הַזְּרֹעַ וְהַלְּחָיַיִם וְהַקֵּבָה׃
3 Vezeh yihyeh mishpat hakohanim me'et ha'am me'et zovchei hazevach im shor im seh venatan lakohen hazroa vehalechayayim vehakevah
ד רֵאשִׁית דְּגָנְךָ תִּירֹשְׁךָ וְיִצְהָרֶךָ וְרֵאשִׁית גֵּז צֹאנְךָ תִּתֶּן לוֹ׃
4 Reshit degancha tiroshcha veyitzharecha vereshit gez tzoncha titen lo
ה כִּי בוֹ בָּחַר יְדוָד אֱלֹהֶיךָ מִכָּל שְׁבָטֶיךָ לַעֲמֹד לְשָׁרֵת בְּשֵׁם יְדוָד הוּא וּבָנָיו כָּל הַיָּמִים׃
5 Ki vo bachar Adonai Elohecha mikol shevatecha la'amod lesharet beshem Adonai hu uvanav kol hayamim
ו וְכִי יָבֹא הַלֵּוִי מֵאַחַד שְׁעָרֶיךָ מִכָּל יִשְׂרָאֵל אֲשֶׁר הוּא גָּר שָׁם וּבָא בְּכָל אַוַּת נַפְשׁוֹ אֶל הַמָּקוֹם אֲשֶׁר יִבְחַר יְדוָד׃
6 Vekhi yavo haLevi me'achad she'arecha mikol Yisrael asher hu gar sham uva bechol avat nafsho el hamakom asher yivchar Adonai
ז וְשֵׁרֵת בְּשֵׁם יְדוָד אֱלֹהָיו כְּכָל אֶחָיו הַלְוִיִּם הָעֹמְדִים שָׁם לִפְנֵי יְדוָד׃
7 Vesheret beshem Adonai Elohav kechol echav halviyim ha'omdim sham lifnei Adonai
ח חֵלֶק כְּחֵלֶק יֹאכֵלוּ לְבַד מִמְכָּרָיו עַל הָאָבוֹת׃
8 Chelek kechelek yochelu levad mimkarav al ha'avot
ט כִּי אַתָּה בָּא אֶל הָאָרֶץ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לָךְ לֹא תִלְמַד לַעֲשׂוֹת כְּתוֹעֲבֹת הַגּוֹיִם הָהֵם׃
9 Ki atah ba el ha'aretz asher Adonai Elohecha noten lach lo tilmad la'asot keto'avot hagoyim hahem
י לֹא יִמָּצֵא בְךָ מַעֲבִיר בְּנוֹ וּבִתּוֹ בָּאֵשׁ קֹסֵם קְסָמִים מְעוֹנֵן וּמְנַחֵשׁ וּמְכַשֵּׁף׃
10 Lo yimatze vecha ma'avir beno uvito ba'esh kosem kesamim me'onen umnachesh umchashef
יא וְחֹבֵר חָבֶר וְשֹׁאֵל אוֹב וְיִדְּעֹנִי וְדֹרֵשׁ אֶל הַמֵּתִים׃
11 Vechover chaver vesho'el ov veyid'oni vedoresh el hametim
יב כִּי תוֹעֲבַת יְדוָד כָּל עֹשֵׂה אֵלֶּה וּבִגְלַל הַתּוֹעֵבֹת הָאֵלֶּה יְדוָד אֱלֹהֶיךָ מוֹרִישׁ אוֹתָם מִפָּנֶיךָ׃
12 Ki to'avat Adonai kol oseh eleh uviglal hato'evot ha'eleh Adonai Elohecha morish otam mipanecha
יג תָּמִים תִּהְיֶה עִם יְדוָד אֱלֹהֶיךָ׃
13 Tamim tihyeh im Adonai Elohecha
יד כִּי הַגּוֹיִם הָאֵלֶּה אֲשֶׁר אַתָּה יוֹרֵשׁ אוֹתָם אֶל מְעֹנְנִים וְאֶל קֹסְמִים יִשְׁמָעוּ וְאַתָּה לֹא כֵן נָתַן לְךָ יְדוָד אֱלֹהֶיךָ׃
14 Ki hagoyim ha'eleh asher atah yoresh otam el me'onenim ve'el kosmim yishma'u ve'atah lo khen natan lecha Adonai Elohecha
טו נָבִיא מִקִּרְבְּךָ מֵאַחֶיךָ כָּמֹנִי יָקִים לְךָ יְדוָד אֱלֹהֶיךָ אֵלָיו תִּשְׁמָעוּן׃
15 Navi mikirbecha me'acheicha kamoni yakim lecha Adonai Elohecha elav tishma'un
טז כְּכֹל אֲשֶׁר שָׁאַלְתָּ מֵעִם יְדוָד אֱלֹהֶיךָ בְּחֹרֵב בְּיוֹם הַקָּהָל לֵאמֹר לֹא אֹסֵף לִשְׁמֹעַ אֶת קוֹל יְדוָד אֱלֹהָי וְאֶת הָאֵשׁ הַגְּדֹלָה הַזֹּאת לֹא אֶרְאֶה עוֹד וְלֹא אָמוּת׃
16 Kechol asher sha'alta me'im Adonai Elohecha beChorev beyom hakahal lemor lo osef lishmo'a et kol Adonai Elohai ve'et ha'esh hagdolah hazot lo er'eh od velo amut
יז וַיֹּאמֶר יְדוָד אֵלָי הֵיטִיבוּ אֲשֶׁר דִּבֵּרוּ׃
17 Vayomer Adonai elai heitivu asher diberu
יח נָבִיא אָקִים לָהֶם מִקֶּרֶב אֲחֵיהֶם כָּמוֹךָ וְנָתַתִּי דְבָרַי בְּפִיו וְדִבֶּר אֲלֵיהֶם אֵת כָּל אֲשֶׁר אֲצַוֶּנּוּ׃
18 Navi akim lahem mikerev acheihem kamocha venatati devarai befiv vediber aleihem et kol asher atzavenu
יט וְהָיָה הָאִישׁ אֲשֶׁר לֹא יִשְׁמַע אֶל דְּבָרַי אֲשֶׁר יְדַבֵּר בִּשְׁמִי אָנֹכִי אֶדְרֹשׁ מֵעִמּוֹ׃
19 Vehayah ha'ish asher lo yishma el devarai asher yedaber bishmi anochi edrosh me'imo
כ אַךְ הַנָּבִיא אֲשֶׁר יָזִיד לְדַבֵּר דָּבָר בִּשְׁמִי אֵת אֲשֶׁר לֹא צִוִּיתִיו לְדַבֵּר וַאֲשֶׁר יְדַבֵּר בְּשֵׁם אֱלֹהִים אֲחֵרִים וּמֵת הַנָּבִיא הַהוּא׃
20 Akh hanavi asher yazid ledaber davar bishmi et asher lo tzivitiv ledaber va'asher yedaber beshem Elohim acherim umet hanavi hahu
כא וְכִי תֹאמַר בִּלְבָבֶךָ אֵיכָה נֵדַע אֶת הַדָּבָר אֲשֶׁר לֹא דִבְּרוֹ יְדוָד׃
21 Vekhi tomar bilvavekha eichah neda et hadavar asher lo dibro Adonai
כב אֲשֶׁר יְדַבֵּר הַנָּבִיא בְּשֵׁם יְדוָד וְלֹא יִהְיֶה הַדָּבָר וְלֹא יָבֹא הוּא הַדָּבָר אֲשֶׁר לֹא דִבְּרוֹ יְדוָד בְּזָדוֹן דִּבְּרוֹ הַנָּבִיא לֹא תָגוּר מִמֶּנּוּ׃
22 Asher yedaber hanavi beshem Adonai velo yihyeh hadavar velo yavo hu hadavar asher lo dibro Adonai bezadon dibro hanavi lo tagur mimenu
יט א כִּי יַכְרִית יְדוָד אֱלֹהֶיךָ אֶת הַגּוֹיִם אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לְךָ אֶת אַרְצָם וִירִשְׁתָּם וְיָשַׁבְתָּ בְעָרֵיהֶם וּבְבָתֵּיהֶם׃
19:1 Ki yachrit Adonai Elohecha et hagoyim asher Adonai Elohecha noten lecha et artzam virishtam veyashavta ve'areihem uvevateihem
ב שָׁלוֹשׁ עָרִים תַּבְדִּיל לָךְ בְּתוֹךְ אַרְצְךָ אֲשֶׁר יְדוָד אֱלֹהֶיךָ נֹתֵן לְךָ לְרִשְׁתָּהּ׃
2 Shalosh arim tavdil lach betoch artzecha asher Adonai Elohecha noten lecha lerishtah
ג תָּכִין לְךָ הַדֶּרֶךְ וְשִׁלַּשְׁתָּ אֶת גְּבוּל אַרְצְךָ אֲשֶׁר יַנְחִילְךָ יְדוָד אֱלֹהֶיךָ וְהָיָה לָנוּס שָׁמָּה כָּל רֹצֵחַ׃
3 Tachin lecha haderech veshilashta et gvul artzecha asher yanchilcha Adonai Elohecha vehayah lanus shamah kol rotze'ach
ד וְזֶה דְּבַר הָרֹצֵחַ אֲשֶׁר יָנוּס שָׁמָּה וָחָי אֲשֶׁר יַכֶּה אֶת רֵעֵהוּ בִּבְלִי דַעַת וְהוּא לֹא שֹׂנֵא לוֹ מִתְּמֹל שִׁלְשֹׁם׃
4 Vezeh dvar harotze'ach asher yanus shamah vachai asher yakeh et re'ehu bivli da'at vehu lo sone lo mitmol shilshom
ה וַאֲשֶׁר יָבֹא אֶת רֵעֵהוּ בַיַּעַר לַחְטֹב עֵצִים וְנִדְּחָה יָדוֹ בַגַּרְזֶן לִכְרֹת הָעֵץ וְנָשַׁל הַבַּרְזֶל מִן הָעֵץ וּמָצָא אֶת רֵעֵהוּ וָמֵת הוּא יָנוּס אֶל אַחַת הֶעָרִים הָאֵלֶּה וָחָי׃
5 Va'asher yavo et re'ehu vaya'ar lachtov etzim venidchah yado vagarzen lichrot ha'etz venashal habarzel min ha'etz umatza et re'ehu vamet hu yanus el achat he'arim ha'eleh vachai
ו פֶּן יִרְדֹּף גֹּאֵל הַדָּם אַחֲרֵי הָרֹצֵחַ כִּי יֵחַם לְבָבוֹ וְהִשִּׂיגוֹ כִּי יִרְבֶּה הַדֶּרֶךְ וְהִכָּהוּ נָפֶשׁ וְלוֹ אֵין מִשְׁפַּט מָוֶת כִּי לֹא שֹׂנֵא הוּא לוֹ מִתְּמוֹל שִׁלְשׁוֹם׃
6 Pen yirdof go'el hadam acharei harotze'ach ki yecham levavo vehisigo ki yirbeh haderech vehikahu nafesh velo ein mishpat mavet ki lo sone hu lo mitmol shilshom
ז עַל כֵּן אָנֹכִי מְצַוְּךָ לֵאמֹר שָׁלֹשׁ עָרִים תַּבְדִּיל לָךְ׃
7 Al ken anochi metzavecha lemor shalosh arim tavdil lach

Parashat Shoftim is one of those parashot that at first glance look like a legal code for a state, but reading it in sequence reveals something fascinating: the Torah builds here a complete system for dealing with power. The power of a judge, the power of a king, the power of a prophet, the power of an army, and even the power a person has to convince himself that he is right.

The children of Israel stand a moment before entering the Land. In the desert they lived around Moshe. But what will happen when there are cities, borders, property, wars, a king, courts and politics? Deuteronomy 16:18 - 21:9.

Parashat Shoftim answers: to build a free people, defeating enemies is not enough. One must know how not to become slaves of our own power.

That is why the parasha opens by establishing a system of justice and demands: “Tzedek tzedek tirdof” (justice, justice shall you pursue, Deuteronomy 16:20).

Further on, the parasha reaches the king. The surprising thing is that right after the Torah regulates the very appointment of a king, it hurries to set limits on his power: he must not multiply horses, wives, silver and gold. The king is also required to engage with the Torah, and one of the explicit goals is: “Levilti rum levavo me’echav” (that his heart not be lifted above his brothers, Deuteronomy 17:20).

That is: precisely when a person rises above everyone through his role, the Torah fears his heart will begin to feel that he truly is above everyone.

The parasha continues with the prohibition of turning to sorcery, divination and consulting the dead, and sets against them one short, powerful sentence: “Tamim tihyeh im Adonai Elohecha” (be wholehearted with Adonai your God, Deuteronomy 18:13).

Then come the laws of true and false prophets, the cities of refuge, testimony and judgment, the laws of war and the limits on the conduct of the army. Even in wartime, when instinct says all the rules change, the parasha keeps setting boundaries.

The Torah fears weakness less than it fears power without limits

This is a reading that rises from the sequence of the parasha, not a quotation from a commentator: nearly every center of power immediately receives a system of brakes.

There is a judge? He may not bend judgment or take a bribe.

There is a king? His wealth and his might are limited.

There is a prophet? His words are tested for truth.

There are witnesses? One witness is not enough for the matters described in the parasha.

There is an army? It too does not act without limits.

The parasha can be read as a very bold claim: a good society is not measured only by who holds power, but by the question of who limits them while they hold it.

The danger of bribery is far greater than an envelope of cash

Scripture says of the bribe: “ki hashochad ye’aver einei chachamim visalef divrei tzadikim” (for the bribe blinds the eyes of the wise and twists the words of the righteous, Deuteronomy 16:19).

Note the words: not fools and not villains. The wise and the righteous.

From here an idea can be offered: the person most vulnerable to deception is not always the one who knows nothing. Sometimes it is precisely the clever person, capable of building a brilliant explanation for why what is convenient for him is also the right thing.

In other words, intelligence is no vaccine against bias. Sometimes it only supplies the bias with more sophisticated arguments.

The most fascinating sentence about leadership may hide in the king’s heart

The Torah is not satisfied with the king making correct decisions. It is interested in what happens inside his heart: “Levilti rum levavo me’echav” (that his heart not be lifted above his brothers, Deuteronomy 17:20).

A possible idea: the true test of a leader is not only how he behaves when he needs the crowd, but how he sees the people around him after he has already received status, money and honor.

The key word here is “me’echav” - above his brothers. He is a king, but they are still his brothers.

It is an almost paradoxical view of leadership: you must stand at the head of the people without beginning to think you are a different kind of human being from the people.

”Be wholehearted” precisely in a world where we want to know everything

The parasha describes people trying to break into the future through sorcerers, diviners and consulting the dead, and sets against them the call “Tamim tihyeh” (be wholehearted, Deuteronomy 18:13).

This can be read as an existential idea: one of the hardest things for a person to bear is uncertainty.

What will happen with the business? With the children? With health? With the country? Will my decision succeed?

We want a glimpse of the future because knowing gives a feeling of control.

And the parasha, in a conceptual reading, offers another possibility: you do not always need to know what will be in order to know how it is right to live now.

And there is one idea here that ties almost the whole parasha together

This is a possible derashah of mine on the structure of the parasha, not a quotation from the Sages:

Parashat Shoftim opens with judges and officers at the city gates, but perhaps it can also be read as a personal question:

Who sits at your gates?

Who decides which idea enters your head?

Who judges what you see?

Who stops you when anger takes over?

Who examines you when you are convinced you are right?

We have a little king inside who wants honor, an inner judge who can be bribed, a fear that wants to know the future, and a power that wants to act without limits.

Perhaps that is why Parashat Shoftim is not only instructions for building a state.

It can also be read as a manual for building a person able to govern himself before he tries to govern reality.

And this, to me, is one of the fascinating things in the parasha: before the Torah teaches a people how to hold a land, it teaches it how to hold power without the power holding it.

The hidden hero of Parashat Shoftim is actually the heart

This is a derashah I propose from the structure of the verses, not a quotation from the Sages.

At first glance Parashat Shoftim deals with the institutions of a state: judges, a king, priests, prophets, witnesses and an army. But a closer look reveals that the Torah returns again and again to one organ: the heart.

About the king the Torah worries: “Velo yarbeh lo nashim velo yasur levavo” (he shall not multiply wives for himself, that his heart not turn away, Deuteronomy 17:17).

And later in the same passage, the goal of the Torah that accompanies the king is: “Levilti rum levavo me’echav” (that his heart not be lifted above his brothers, Deuteronomy 17:20).

That is, two opposite dangers threaten the leader: that the heart turn away, and that the heart rise.

Then comes the question of prophecy. The Torah describes doubt not as a philosophical question in the air but as something happening inside a person: “Vekhi tomar bilvavekha eichah neda et hadavar asher lo dibro Adonai” (and if you say in your heart, how shall we know the word that Adonai has not spoken, Deuteronomy 18:21).

Then comes war: “al yerach levavchem” (let not your hearts be faint, Deuteronomy 20:3).

But here comes the verse that, to my mind, blows the whole picture open: “mi ha’ish hayare verach halevav yelech veyashov leveito velo yimas et levav echav kilvavo” (who is the man who is fearful and soft of heart? Let him go and return to his house, and let him not melt the heart of his brothers like his own heart, Deuteronomy 20:8).

The Torah does not say only that fear harms the one who fears.

One heart can melt other hearts.

Parashat Shoftim looks like a parasha about who rules the state, but beneath the surface it asks an entirely different question:

Who rules the heart of the one who rules?

For if the king rules a whole people but does not rule his own heart, the state is in danger.

If a prophet speaks in the name of heaven but the listener’s heart longs to believe anything, the truth is in danger.

If one soldier lets fear take over his heart, the fear is no longer a private matter. It can pass from person to person.

And even at the start of the parasha, before all this talk of the heart, the Torah warns that a bribe can warp a person’s very faculty of sight: “ki hashochad ye’aver einei chachamim” (for the bribe blinds the eyes of the wise, Deuteronomy 16:19).

And here something beautiful can be expounded:

Sometimes an outer collapse begins with an inner collapse.

First the eyes no longer see straight.

Then the heart turns away.

Then the heart rises above others.

Then fear enters the heart.

And in the end it melts the hearts of others too.

So perhaps Parashat Shoftim is not only “the constitution of the state of Israel”.

It is also the anatomy of the soul that holds power.

And this, to me, is the striking message: in this homiletic reading, the problem is not the existence of power itself, but the danger that power will reach the hands before the person has learned to govern his own heart.
